In the 2009 legislative session, the Oregon Legislature required the Oregon Workforce Investment Board (OWIB) to develop a Green Jobs Growth Plan for the state.  In order to carry out this charge, the Governor convened a high level Green Jobs Council as a committee of the OWIB.  The preliminary Plan was submitted to the Legislature in January of 2010, and the final plan was completed in October, 2010.  Now that the plan is completed, the role of the Council regarding the Plan has shifted to one of overseeing its implementation. 

The Green Jobs Council is also the State Energy Sector Partnership for the purpose of overseeing and implementing Oregon's State Energy Sector Partnership (SESP) and Training grant from the US Department of Labor. 

The Green Jobs Council seeks to leverage Oregon's current competitive advantage in renewable energy, energy efficiency and green industries, to preserve and create jobs and to prepare Oregon's workers to enter careers in these high growth emerging industries.
