The Nine Elements

Oregon's guarantee concerning non-discrimination and equal opportunity in WIA programs

     As a condition to the award of financial assistance under Title I, WIA, the State has the obligation to establish and assure equal opportunity and to prohibit discrimination on the basis of race, color, religion, gender, national origin, age, disability, political affiliation or belief, and for program applicants and participants only, citizenship or participation in a WIA Title I financially-assisted program or activity.
 
     This policy, shown below in its entirity, clarifies the application of the nondiscrimination and equal opportunity provisions under the Act and provides procedures for implementing them. As specified in the implementing regulations, the proposed policy applies to recipients of funds under Title I of WIA, including service providers and One Stop Operators.

Equal Opportunity Monitoring
     Each certified one-stop will be monitored at least once every three years. The Equal Opportunity Coordinator for the selected one-stop will be notified at least 1 month prior to the planned on-site review and given ample time to complete and submit the MOA Self-assessment tool prior to the review.
